Viewing 45208220 Buffer paper updated Weekend Courier - Rockingham, Page: 19 Friday, 19 December 2008 Ref: 45208220 A POSITION paper published last month follows up on the 2002 review of the Kwinana Air Quality Buffer and is designed to provide more certainty of short-term land use outcomes. The paper was published by the Western Australian Planning Commission (WAPC) in conjunction with the departments for Planning and Infrastructure (DPI), Environment and Conservation and Industry and Resources. WAPC chairman Jeremy Dawkins said the position paper provided an indication of the WAPC ’s current thinking on land use constraints with regard to sulphur dioxide levels, risk, noise, light and odour coming from the Kwinana industrial area and associated industry. "The paper proposes a nonstatutory buffer to provide some certainty for land use until further information is available in 2009 and 2011," he said. "Non-statutory buffers are intended to guide planning decisions in the broader public interest and may be a precursor to, or may be redefined as, a statutory buffer when planning schemes are developed, reviewed or amended." Mr Dawkins said after the necessary information had been gathered by the relevant agencies and considered by key stakeholders, the buffer and land use constraints in the area could be more accurately defined.
