Noise Management

In 2005 Kwinana Industries Council (KIC) commissioned Herring Storer Acoustics (HSA) to undertake an update of data developed in 2001 from a cumulative environmental noise propagation model developed for industries within the Kwinana Industrial Area (KIA).

The purpose of the update was to assess any change in noise emission and immission levels that may have occurred since the 2001 modelling was undertaken by SVT Engineering Consultants. This was considered necessary as changes could have resulted from the addition or subtraction of industries, expansion of existing industries or the result of noise control programs by industries.

The updated data is considered by the KIC as the initial stage to understanding current noise levels within the Kwinana area and will provide indicative information to decide upon any further analysis requirements. This may include monitoring and research.

A Noise Reference Group, with membership from local government, Department of Environment and the community and chaired by the Department of Industry and Resources, assisted KIC in the assessment of the 2005 results.

The KIC decision to form a Noise Reference Group reflects the collaborative and inclusive approach by the KIC to address cumulative noise in the Kwinana area with key stakeholders.

The results of the 2005 update indicated that there had been a net reduction in the noise immission levels to noise sensitive premises in the area.

This is a direct result of the expenditure by industry on construction initiatives and noise reduction activities implemented during the last 4 years and has resulted despite the introduction of two new industry noise sources and increased plant and production levels.

The net positive changes in industrial noise emission levels have resulted in a reduction of the noise immission levels in regions surrounding the KIA ranging from 0.3 dB(A) in Hope Valley to 2.5 dB(A) in Medina. Whilst an instantaneous change of 3 dB(A) is just perceptible by the human ear, it is nevertheless represents a 50% reduction in noise energy.

This is a significant improvement in the noise shed from Kwinana industries.

An ongoing challenge for industry is to meet stakeholder expectations with regard to noise emissions, whilst catering for ongoing development of the KIA.

In terms of the Environmental Protection (Noise) Regulations 1997, the data predicts noise levels exceed assigned noise levels at some locations for some of the time, due to the cumulative affect of all industrial noise. The maximum exceedance is at Medina, predicted to be up to 10.5 dB(A). Other areas which are projected to exceed the assigned noise levels are North Rockingham, Calista, Hope Valley and Leda ranging from around 4 to 7 dB(A). Compliance is achieved at all times in Wattleup and Hillman.

The percentage of time the assigned noise levels are exceeded varies.  For instance, up to 31% of the time at North Rockingham in winter, to 5% of the time in summer. In Medina, the exceedance is more stable and averages around 6% of the time throughout the year.

The establishment of a Noise Reference Group, with membership from local government, Department of Environment and the community, chaired by the Department of Industry and Resources, will assist KIC to assess the 2005 results.

The KIC initiative to form a Noise Reference Group reflects the collaborative and inclusive approach by the KIC to address cumulative noise in the Kwinana area with key stakeholders.

Kwinana getting quieter (26kb)
Despite there being more industries creating more product in the Kwinana Industrial Area (KIA), the overall level of regulated noise has reduced, according to independent figures released by Kwinana Industries Council.
